KAZMUNAIGAZ ENHANCES POL RETAIL SALES

Astana. November 5, 2005 KAZINFORM
In accordance with the Agreement on social partnership, signed at the Kazakhstan Energy and Mineral Resources Ministry yesterday, the direction of KazMunaiGaz Trading House (TH) declared about the reduction of retail price for petroleum products.

In order to avoid the further POL (Petroleum, Oil and Lubricants) prices growth KazMunaiGaz TH decided to send the amount of accessible crude oil for processing to Pavlodar and Atyrau oil refineries, Murat Zhumadilov deputy Director General of KazMunaiGaz TH JSC, has said at today’s press-conference.

In the framework of new development strategy the company switches from gross sale of POL to retail sales. Thus National Company gets rid of mediators and accomplishes production cycle: oil extraction – processing – sale of final products.

According to M.Zhumadilov, the decrease of POL prices will not affect the profitability of the company. The results will increase due to the retail sales.

KazMunai Gaz plans to release 65 000 tons of petroleum products every month. It will make 10% of POL retail market volume.

With a view to enhance its share at the internal market, the company decided to expand its net in 7 regions of Kazakhstan.

FROM JANUARY 1, 2006 KAZAKHSTAN SHIFTS TO INTERNATIONAL STANDARDS OF FINANCIAL REPORTING

Astana. November 3, 2005 KAZINFORM
From January 1, 2006 Kazakhstan is going to shift to the international standards of financial reporting, the Government announced having sent the draft of legislative amendments concerning accounting and financial reporting to the Majilis.

As stated by the Government most organization will not meet losses in connection with this transition, if the Parliament passes the amendments.

The current law on Accounting and Financial Reporting does not establish the status of the financial reporting standards including the international ones. In this connection the bill envisages giving the financial reporting standards the status of normative legal acts.

This law obliges all organizations to introduce the international standards of financial reporting. This arouses two problems.

The first is that by force of complexity the international standards of financial reporting are almost inapplicable for the small and medium enterprises. That is why the amendments suppose determining the types of the organizations which will be preparing the financial reporting in conformance with the international standards. Besides, simplified forms of financial reporting for the small business entities are envisaged.

Secondly, this provision may negatively affect the economic security of the state. Thus, automatic acceptance of the financial reporting standards adopted by a foreign private organization on the territory of Kazakhstan may involve negative consequences. Thus, the amendments provide preliminary examination of the international financial reporting standards in terms of their applicability on Kazakhstan’s territory. To regulate these questions it is planned to set up the Advisory Body.

These amendments will also necessitate emendation of Tax and Customs Codes.
